This report examines social entrepreneurship in the Middle East and the opportunities it can provide for youth in the region whose numbers are growing, while their employment prospects are not.  Published by the Wolfensohn Center for Development at the Brookings Institution in conjunction with the Dubai School of Government and Silatech, the report is part of the Taqeem project, an initiative to evaluate the impact of policies and programs targeting youth in the Middle East, and to promote new solutions to employment challenges.

Social entrepreneurship involves using business methods to achieve economic development that has a social impact and is sustainable.  Social entrepreneurship is one form of social innovation, which includes introducing new ideas, strategies, and cross-sector approaches for addressing social needs, promoting community development, and strengthening civil society.

The report describes current social entrepreneurial efforts and actors in the region and identifies current trends that indicate the region is ready for this approach to development.  It also proposes eight recommendations to develop an institutional environment that would support social entrepreneurship.
